Leadership today is no longer a matter of authority — it is a matter of construction. In Chapter 3 of Power 237, titled “The Role of Religious and Traditional Organisations,” Dr Guy Gweth challenges our traditional idea of leadership. He writes that by encouraging genuine dialogue between the State and religious or traditional institutions, Cameroon can strengthen its power and quicken its transformation.

Behind that line lies a quiet revolution: modern leadership is not about control, but coordination. True power grows from trust, listening, and cooperation — between government, the private sector, faith leaders, and local communities.

From pyramids to partnerships

For much of history, leadership has been vertical: one leader at the top, orders flowing down the line. But this top-down model, inherited from military and colonial systems, is increasingly obsolete. The challenges of our century — pandemics, climate change, inequality, social unrest — cannot be managed by command alone. They require shared intelligence, collaboration, and co-creation.

Cameroon is uniquely equipped to embrace this change. It is home to a vibrant network of institutions, traditions, and communities — from traditional chiefs and religious leaders to civic groups and social entrepreneurs — all capable of shaping the nation’s future. When these voices engage with the State as partners rather than subjects, policies become more grounded, inclusive, and effective. But collaboration does not happen by decree. It must be cultivated — through spaces for dialogue, mutual respect, and a shared sense of responsibility for the common good.

What Cameroon needs now are orchestrators

Power 237 calls for a new generation of leaders — not commanders, but orchestrators. The country has no shortage of talent or ideas. What it sometimes lacks are those who can bring people together, align diverse perspectives, and turn collective ambition into coherent action. An orchestrator doesn’t drown out other voices; they create harmony. They don’t issue orders; they build consensus. They don’t impose their vision; they help shape a vision everyone can own.

A leadership culture rooted in cooperation

The future belongs to leaders who unite rather than divide, who listen before acting, and who see coordination as a source of strength, not weakness. This isn’t an idealistic dream — it’s a practical necessity. Cameroonian communities have always known how to negotiate, coexist, and find common ground. Power 237 simply urges us to elevate that instinct — to make collaboration not just a social habit, but a national strategy.

Power 237 by Dr Guy Gweth — a call for renewed leadership and shared governance in a changing Cameroon.

By Sharon Emade

A nation’s strength is not measured by its uniformity, but by its ability to harmonize difference toward shared purpose. In Chapter 2 of Power 237, titled “Cameroon’s Cultural Diversity: A Strategic Asset,” the author delivers a powerful reminder: “Cameroon must promote its cultural diversity and encourage intercommunity exchanges to build an inclusive and peaceful national identity.” This call is not merely philosophical—it is strategic, urgent, and essential for the nation’s emergence on the continental and global stage.

Africa in Miniature: A Living Mosaic

Often described as “Africa in miniature,” Cameroon embodies the continent’s vast plurality within its borders. With more than 250 ethnic groups, two official languages (French and English), and a rich tapestry of traditions, religions, and worldviews, the country is a microcosm of African diversity itself. From the Fulani herders of the North to the Bamiléké entrepreneurs of the West, from the Beti communities of the Center-South to the coastal Douala traders, from the Anglophone Northwest and Southwest to the Sawa fishing cultures—Cameroon’s human landscape is as varied as its geography.

Yet this diversity, which should be celebrated as a source of vitality and resilience, is too often viewed through the lens of fragmentation. Political rhetoric, colonial legacies, and contemporary tensions have sometimes framed our plurality as a liability—a crack in the foundation rather than the foundation itself.

Power 237 challenges this narrative head-on.

Diversity as Power, Not Weakness

Dr. Gweth’s central thesis is radical in its simplicity: Cameroon’s diversity is not a weakness to be managed, but a power to be harnessed. When diversity becomes dialogue—when it transforms into intercommunity exchange, mutual learning, and collective innovation—it becomes a catalyst for national strength.

History offers countless examples. Switzerland, with four national languages and distinct cultural regions, has built one of the world’s most stable democracies. Singapore, a multiethnic city-state, turned diversity into a global economic powerhouse. India, home to thousands of languages and religions, leverages its plurality as soft power on the world stage.

A Common Destiny

The vision is clear: a Cameroon where every citizen, regardless of origin, language, or tradition, feels ownership of the national project. A Cameroon where diversity is not merely tolerated but actively leveraged as strategic capital. A Cameroon that demonstrates to Africa and the world that plurality and power are not opposites—they are partners.

This is the Cameroon that Power 237 calls us to build: just, inclusive, and powerful. A nation that unites voices, visions, and values around a common destiny—not by silencing difference, but by orchestrating it into a symphony of shared progress. The question is no longer whether Cameroon can transform its diversity into strength. The question is: Shall we?

Discover more insights in Dr. Guy Gweth’s Power 237—a strategic blueprint for Cameroon’s emergence and Africa’s leadership renaissance.

By Sharon Emade

In January 2025, Dr Guy Gweth published Power 237, a strategic roadmap for Cameroon through 2050. Nine months later, the nation went to the polls with twelve candidates vying for the presidency. How much of this vision had they absorbed into their platforms? The editorial team of Power 237 examines, candidate by candidate, the influence of the book through the lens of the African Centre for Competitive Intelligence (ACCI) framework: hard, soft, and smart power. Today, we turn our attention to Hermine Patricia Tomaïno Ndam Njoya, candidate of the Union Démocratique du Cameroun (UDC), and her programme focused on ethical and republican renewal.

Justice and Inclusion at the Core

Tomaïno Ndam Njoya’s programme is built on the principles of justice, transparency, and inclusivity. She proposes a streamlined government of seventeen ministries, legislative reforms to ensure fairness and accessibility, and the appointment of women to key strategic positions. These measures reflect a commitment to strong, accountable institutions, echoing Chapter XIII of Power 237, which emphasises that inclusive and transparent governance is a cornerstone of national power. Her approach elegantly weaves together all three dimensions of strategic power: hard power through institutional reforms, soft power by promoting social cohesion and women’s empowerment, and smart power via structural reforms and the renewal of the social contract.

Linking Economic and Social Development

Central to her vision is inclusive growth and empowerment. Tomaïno Ndam Njoya champions policies that support rural women, provide civic and legal education, and encourage participatory local governance—a reflection of her experience as mayor of Foumban and as an agricultural entrepreneur. These initiatives align closely with the pillars highlighted in Power 237: mobilising human capital, fostering sustainable social development, and strengthening national cohesion. Her emphasis on local engagement and citizen participation illustrates a commitment to tangible, long-lasting social impact.

Human Capital as a Strategic Asset

At the heart of her platform lies a belief that justice, equity, and transparency form the foundation of national strength. By promoting citizen participation and tackling administrative opacity, Tomaïno Ndam Njoya leverages social and moral capital as a force for change. Women’s empowerment is positioned as a driver of systemic transformation, showcasing the strategic role of soft power, while institutional reforms strengthen the legitimacy and effectiveness of the state.

Conclusion

A closer look reveals that Hermine Patricia Tomaïno Ndam Njoya’s programme resonates strongly with the core ideas of Power 237. From institutional reform to social justice, inclusion, and the nurturing of human capital, her vision embodies the principles of hard, soft, and smart power. Through this approach, the imprint of Power 237 is unmistakable, shaping a vision for Cameroon as a transparent, inclusive, and human-centered nation poised for sustainable development.

Editorial Team

In January 2025, Dr Guy Gweth published Power 237, a strategic roadmap for Cameroon through 2050. Nine months later, twelve candidates went head-to-head in the presidential election. How much of this vision had they absorbed into their programmes? The editorial team of Power 237 analyses, candidate by candidate, the influence of the book using the framework of the African Centre for Competitive Intelligence (ACCI): hard, soft, and smart power. Today, we focus on Issa Tchiroma Bakary, candidate of the Rassemblement pour la République (RPR), and his Transition Manifesto.

Defence and Stability: A Strategic Foundation

Issa Tchiroma Bakary’s Transition Manifesto lays out a roadmap for sustainable renewal, structured around six priority axes. At its core is a commitment to national security and stability. The programme calls for an inclusive national dialogue and a thorough reform of the military, reflecting Chapter XVI of Power 237, which stresses that “the army, as the guarantor of national security and territorial integrity, plays a crucial role in building power.”

The manifesto reimagines the military not just as a protector of the nation, but as a catalyst for economic and industrial development. It integrates all three dimensions of strategic power: hard power through military capacity, soft power via inclusive dialogue, and smart power by mobilising non-state actors such as businesses, universities, and media.

Building the Economy: Foundations for Growth

On the economic front, the manifesto envisions an industrial and digital economy. Key initiatives include tax reforms, the creation of special economic zones, and targeted investments in agriculture, energy, and local industry. These measures align closely with the pillars of Power 237: harnessing internal resources, fostering technological innovation, and promoting strong, sustainable economic growth. By emphasising a transition toward a productive and digital economy, the programme echoes the book’s vision of economic sovereignty and technological integration as levers of strategic power.

Human Capital and National Cohesion

Issa Tchiroma Bakary places people at the centre of his platform. Proposals such as free education up to secondary level, universal healthcare, and initiatives to strengthen national cohesion reflect Power 237’s emphasis on human capital, patriotism, and citizen engagement as fundamental levers of national strength. By linking social development to national power, the manifesto demonstrates that stability and growth are inseparable from an empowered, unified citizenry.

Conclusion

A close analysis shows that Issa Tchiroma Bakary’s Transition Manifesto closely mirrors the principles outlined in Power 237. From security reform to economic renewal and investment in human capital, the programme reflects a balanced integration of hard, soft, and smart power. The influence of the book is clear, shaping a vision for Cameroon that combines stability, inclusivity, and long-term development.

Editorial Team

Drawing on the hard, soft and smart power framework of the African Centre for Competitive Intelligence (ACCI), this series explores how Dr Guy Gweth’s vision for 2025–2050 shaped the candidates’ programmes. This article focuses on Ateki Seta Caxton, the Liberal Alliance Party (PAL) candidate, and his political programme unveiled on 1 August 2025 in Yaoundé.

Strategic Alignment: National Unity and Inclusive Dialogue

The PAL programme placed national unity at the heart of its political vision. This orientation resonates with Chapter XIII of Power 237, which highlights that social cohesion and internal stability are essential pillars for building sustainable power. Ateki Seta Caxton advocated for inclusive and constructive dialogue to ease intercommunal tensions and strengthen national cohesion. The plan also proposed a national reconciliation programme aimed at fostering exchange and a shared sense of belonging across the country.

Resolving the Anglophone Crisis: Peace and Autonomy

The resolution of the Anglophone crisis stood out as a strategic priority in the programme. The candidate committed to promoting a peaceful and consultative approach to restore peace and normalcy in the affected regions while preserving national integrity. This stance reflected the soft power principle of Power 237, which emphasises internal diplomacy and the mobilisation of non-state actors to stabilise the nation and build an environment conducive to development.

Economic Sovereignty and Monetary Transition

In the economic sphere, Ateki Seta Caxton proposed Cameroon’s withdrawal from the CFA franc zone and a gradual disengagement from the International Monetary Fund (IMF). His goal was to establish a new national currency and design economic policies tailored to local needs. This orientation mirrored the recommendations of Power 237 concerning economic sovereignty, control over national resources, and the reduction of external dependence as levers of strategic power.

Human Capital and the Fight Against Youth Unemployment

The PAL programme placed strong emphasis on youth development, with measures to stimulate entrepreneurship, enhance vocational training, and support startups. This priority reflected the logic of Power 237, which identifies human capital as a vital driver of national strength. Investing in young people was presented as an investment in the nation’s future, ensuring long-term competitiveness and resilience.

Conclusion

The comparative analysis revealed that Ateki Seta Caxton’s programme showed strong convergence with the theses of Power 237. From national unity to economic sovereignty, through internal crisis resolution and human capital development, the programme clearly integrated the concepts of hard, soft, and smart power. This coherence attested to the tangible impact of the book on shaping a strategic vision for Cameroon’s future.

Editorial Team

This article is part of a series assessing the influence of Power 237, a book published in January 2025, on the social projects of the twelve candidates in Cameroon’s presidential election held on 12 October 2025. Based on the analytical framework of the African Centre for Competitive Intelligence (ACCI) — the hard, soft and smart power triptych — this impartial analysis explores how deeply the power strategy proposed by Dr Guy Gweth, for the period 2025 to 2050, shaped each candidate’s policy proposals. Following alphabetical order, this piece focuses on the candidate of the Social Democratic Front (SDF), Joshua Osih, and his plan Save Cameroon structured around five major pillars.

Strategic Alignment: Rule of Law and Democracy

Joshua Osih’s programme presented itself as a roadmap for sustainable renewal, structured around five priority axes, several of which directly echoed the conclusions of Power 237. Politically and institutionally, his project emphasised transparency, accountability, and deep state reform to restore citizens’ trust. This orientation resonates with Chapter XIII of the book, which underscores that “the rule of law and democracy form the foundations of a stable, prosperous, and rights-respecting modern society.”
The plan thus integrates the strategic vision of Power 237, aiming to transform institutions and governance into levers of power through an approach combining hard power (justice reform and institutional strengthening), soft power (citizen participation and inclusive dialogue), and smart power (integrated public policies and mobilisation of economic and social actors).

Convergence of Economic and Social Pillars

The economic ambition of the programme revolved around diversifying the economy, promoting local industrialisation, and creating large-scale employment opportunities for young people. Key proposals included the implementation of agro-industrial projects, investment in infrastructure (roads, energy, broadband Internet, railways), and universal social security. These objectives aligned with the fundamental pillars identified in Power 237: mobilisation of internal resources, stimulation of innovation, promotion of sustainable growth, and strengthening of economic sovereignty. The emphasis on digital transformation and the integration of women’s empowerment policies also reflected the book’s influence.

Human Capital, National Cohesion and Inclusion

On the social front, the programme provided for free education up to secondary level, free healthcare for children and women, and the establishment of an inclusive dialogue to resolve regional crises. These measures echoed the teachings of Power 237 on the importance of human capital, patriotism, and citizen mobilisation as essential drivers of national strength. The priority given to social cohesion and active citizen participation illustrated the integration of these concepts into the SDF’s platform.

Conclusion

The comparative analysis revealed that Joshua Osih’s plan showed strong thematic and structural correlation with the theses of Power 237. His programme demonstrated a clear integration of strategic power concepts — ranging from institutional reform to investment in human capital and social inclusion — confirming the tangible impact of the book on the formulation of Cameroon’s strategic development policies.

Following alphabetical order, this piece focuses on Akere Muna and his vision for a sovereign and inclusive Cameroon.

Priority to Local Development and Revitalisation of Councils

Akere Muna’s programme placed social and territorial urgency at the heart of his action plan. His proposal to assess the immediate needs of the country’s 360 councils and to mobilise the required human and financial resources to address basic necessities — clean water, functional schools, primary healthcare, road infrastructure, and civil registration services — directly echoed the hard power levers identified in Power 237. Security, access to essential services, and territorial cohesion are, according to the book, indispensable foundations of national power.

Dual Nationality and Civic Cohesion

Akere Muna also proposed immediate action to facilitate mobility for Cameroonians living abroad, pending legislative reform on dual nationality. This measure reflected a pragmatic soft power approach, valuing human capital and the diaspora as vectors of influence and development. It aligned with the arguments of Power 237, which emphasised the importance of inclusive citizenship and Cameroon’s international standing.

Transparency and State Audit: A Pillar of Sovereignty

The proposal for an independent and comprehensive audit of public finances, including state-owned enterprises, demonstrated the alignment between Akere Muna’s programme and the smart power vision of Power 237. By promoting financial transparency, the candidate aimed to enable an accurate assessment of national resources, design realistic economic reforms, and establish a credible development plan. The book underscored that no lasting power can emerge without clear and accountable governance.

Inclusive Dialogue and Crisis Resolution

The programme placed strong emphasis on a genuine national dialogue aimed at addressing the root causes of the conflict in the North-West and South-West regions, as well as other areas in distress. This strategic orientation converged with the soft power dimension of Power 237, which advocated social cohesion, historical reconciliation, and inclusion as the bedrock of national stability.

Institutional Reforms and Modernised Governance

Finally, Akere Muna’s programme advocated strengthening democracy and governance through institutional reforms designed to ensure the separation of powers, broaden civic space, and empower the private sector. This approach illustrated the integration of smart power principles from the book, combining institutional innovation and economic development to build a more resilient and competitive Cameroon.

Conclusion

The comparative analysis revealed that Akere Muna’s programme showed a strong thematic and structural convergence with the theses of Power 237. From social urgency to inclusive dialogue, through financial transparency and institutional modernisation, his platform reflected an appropriation of strategic power concepts and confirmed the book’s tangible influence on the formulation of Cameroon’s development policies.

Editorial Team

The presidential election of 12 October has reignited the debate on Cameroon’s strategic trajectory. In an exclusive interview granted to Le Messager No. 8621, Dr Guy Gweth, a leading figure in African competitive intelligence, delivered an incisive analysis of the stakes through the prism of Power 237: For a Strategy of Regional Influence 2025–2050.

The author passionately advocates for the emergence of a strategic state equipped with proactive competitive intelligence, the only path towards achieving regional power status by 2050.

The mandate of power: a three-phase roadmap

Following the election, Dr Gweth clearly outlined the mandate he expects from the future president to transform the Power 237 vision into reality. The book proposes a detailed roadmap structured around a three-phase action plan: The Foundations (2026–2033): aimed at building a solid base through institutional strengthening, massive investment in human capital, and economic diversification. The Deployment (2034–2042): focused on innovation, regional integration, and active diplomacy. The Radiance (2043–2050): intended to consolidate achievements and make Cameroon a leading model of development.

The success of this strategy will be measured by precise and ambitious indicators, including the doubling of GDP per capita, a significant rise in the Human Development Index (HDI), foreign direct investment reaching at least 15% of GDP, and a corruption perception score above 70/100. As for financing, ten relevant sources are identified, ranging from fiscal optimisation to the rational mobilisation of the diaspora.

Hard, Soft and Smart Power: the triangulation of credible leadership

The expert deeply regretted the lack of explicit integration of the concepts of Hard Power, Soft Power and Smart Power by the candidates during the campaign. He emphasised that a candidate’s credibility depended on concrete commitments across this triptych: Hard Power required guarantees of substantial investment in the defence industry and the acceleration of strategic infrastructure, citing the example of unblocking the Port of Kribi to strengthen the country’s export capacity. Soft Power demanded strong commitments to transform Cameroon into an African academic hub and to promote national culture internationally. Smart Power, finally, needed to be expressed through the commitment to pursue assertive economic diplomacy, transforming embassies into instruments for promoting trade and investment.

Competitive intelligence: a major strategic deficit

The analysis of the twelve presidential candidates’ programmes highlighted an explicit and systemic deficit in competitive intelligence. Although several proposals (mass industrialisation, the fight against corruption, fiscal reforms, economic sovereignty) imply economic warfare and strategic monitoring, Dr Gweth deplores the absence of details on the competitive intelligence mechanisms to achieve these objectives. He recalled that competitive intelligence is “a mindset, a system and a coordinated process for collecting and analysing useful intelligence to support decision-making in a competitive environment” and stressed the lack of “anticipation, defence, attack and influence skills” within the elite.

He also called for the integration of digital sovereignty as an essential component of national Hard Power, which requires the strategic transformation of intelligence services – as in the training he has already provided to the General Directorate for External Research (DGRE) – so that “master spies” become the primary actors in economic warfare.

Nigeria, first mission and sovereignty imperative

According to the expert, the new Head of State’s first international mission should be the reactivation of a strategic partnership with the Federal Republic of Nigeria. This step, which would immediately embody the Smart Power approach advocated, is a priority in terms of national security, geoeconomics, and regional power ambition. The alliance is considered a sine qua non condition for ensuring stability in the face of the asymmetric threat of Boko Haram, while the Nigerian market, with its 230 million consumers, represents a major commercial and logistical opportunity, notably within the framework of the African Continental Free Trade Area (AfCFTA).

The key to success: the institutionalisation of strategy

Faced with the paradox between the brevity of political mandates and the long-term patience required for a plan spanning 2025–2050, Dr Gweth proposed a radical solution: the institutionalisation of an independent strategic vision. To counter the personalisation of power and institutional weakness, he recommends as an absolute priority the creation of a strategic steering structure directly attached to the Presidency. This entity, which should act as a true “strategic brain” endowed with autonomy and legal authority, is intended to transform intelligence into political action and to safeguard strategic functions from partisan influence.

In conclusion, Dr Gweth urged the future president to focus on three crucial points: to mobilise top-tier human resources, to establish a new social contract built around a strategic state as the primary actor of collective intelligence, and to set up a holistic intelligence bureau to monitor, investigate and advise independently. The goal is to move from reactive management to a proactive posture of economic warfare, enabling Cameroon to become a regional power through mastery of the global chessboard.

Download the full interview HERE.

The Editorial Team

This article is part of a series assessing the influence of Power 237, a book published in January 2025, on the policy platforms of the twelve candidates in the 12 October 2025 presidential election. Based on the analytical framework of the African Centre for Competitive Intelligence (ACCI) — the hard, soft and smart power triptych — this impartial analysis examines the extent to which the national power strategy proposed by Dr Guy Gweth for the 2025–2050 horizon has shaped each candidate’s vision. In alphabetical order, this focus turns to Serge Espoir Matomba, First Secretary of the United People for Social Renovation (PURS), and his political programme entitled LIBERTY.

Strategic Alignment: Identity and National Cohesion

Serge Espoir Matomba’s programme is structured around four key priorities: national identity, unity, political sovereignty, and institutional reform. His emphasis on a decolonised and patriotic education illustrates a desire to strengthen soft power, in line with Power 237, which identifies human capital and culture as key levers of national power. The promotion of enlightened citizenship and the reconciliation of historical memories are presented as tools of social cohesion, designed to consolidate national unity and foster a climate of justice and equity.

Convergence with the Theses of Power 237: Unity and Decentralisation

In the area of unity, Serge Espoir Matomba advocates for “cohesion in diversity,” linking social justice to the reconciliation of colonial legacies. This approach aligns directly with the recommendations of Power 237, which underscores the importance of inclusive dialogue and citizen mobilisation to transform the state and strengthen national power. His emphasis on effective decentralisation and land reform reflects the integration of hard and smart power principles, bringing decision-making closer to citizens and promoting balanced economic development.

Political Sovereignty and Institutional Reform

The third and fourth pillars of Matomba’s programme centre on sovereignty and institutional modernisation. He proposes holding a constitutional referendum in 2026 to rebuild institutions and reinforce the separation of powers. This vision is consistent with Chapter XIII of Power 237, which highlights the rule of law and democracy as fundamental drivers of national power. By aiming for transparent, representative, and inclusive governance, the candidate combines hard power (institutional reform), soft power (citizen mobilisation), and smart power (balanced public policies).

Cultural Capital and Economic Autonomy

Rooted in pan-Africanist, nationalist, and independence-oriented ideals, Serge Espoir Matomba’s programme places strong emphasis on cultural sovereignty and economic development. The valorisation of local resources, the promotion of national culture, and the strengthening of local capacities reflect the logic of Power 237, which identifies cultural influence and economic autonomy as key pillars for building sustainable national power.

Conclusion

The comparative analysis shows that Serge Espoir Matomba’s LIBERTY programme shares clear thematic convergences with the theses of Power 237. The integration of national cohesion, historical reconciliation, institutional reform, and economic sovereignty reflects a genuine appropriation of strategic power concepts, confirming the book’s tangible impact on the design of a structured and ambitious political vision for Cameroon.

Editorial Team
