Today, we turn our attention to Hermine Patricia Tomaïno Ndam Njoya, candidate of the Union Démocratique du Cameroun (UDC), and her programme focused on ethical and republican renewal.</strong></p><p><strong>Justice and Inclusion at the Core</strong></p><p>Tomaïno Ndam Njoya’s programme is built on the principles of justice, transparency, and inclusivity. She proposes a streamlined government of seventeen ministries, legislative reforms to ensure fairness and accessibility, and the appointment of women to key strategic positions. These measures reflect a commitment to strong, accountable institutions, echoing Chapter XIII of <em>Power 237</em>, which emphasises that inclusive and transparent governance is a cornerstone of national power. Her approach elegantly weaves together all three dimensions of strategic power: <em>hard power</em> through institutional reforms, <em>soft power</em> by promoting social cohesion and women’s empowerment, and <em>smart power</em> via structural reforms and the renewal of the social contract.</p><p><strong>Linking Economic and Social Development</strong></p><p>Central to her vision is inclusive growth and empowerment. Tomaïno Ndam Njoya champions policies that support rural women, provide civic and legal education, and encourage participatory local governance—a reflection of her experience as mayor of Foumban and as an agricultural entrepreneur. Today, we focus on Issa Tchiroma Bakary, candidate of the Rassemblement pour la République (RPR), and his <em>Transition Manifesto</em>.</strong></p><p><strong>Defence and Stability: A Strategic Foundation</strong></p><p>Issa Tchiroma Bakary’s <em>Transition Manifesto</em> lays out a roadmap for sustainable renewal, structured around six priority axes. At its core is a commitment to national security and stability. The programme calls for an inclusive national dialogue and a thorough reform of the military, reflecting Chapter XVI of <em>Power 237</em>, which stresses that <em>“the army, as the guarantor of national security and territorial integrity, plays a crucial role in building power.”</em></p><p>The manifesto reimagines the military not just as a protector of the nation, but as a catalyst for economic and industrial development. It integrates all three dimensions of strategic power: <em>hard power</em> through military capacity, <em>soft power</em> via inclusive dialogue, and <em>smart power</em> by mobilising non-state actors such as businesses, universities, and media.</p><p><strong>Building the Economy: Foundations for Growth</strong></p><p>On the economic front, the manifesto envisions an industrial and digital economy. Key initiatives include tax reforms, the creation of special economic zones, and targeted investments in agriculture, energy, and local industry. This article focuses on Ateki Seta Caxton, the Liberal Alliance Party (PAL) candidate, and his political programme unveiled on 1 August 2025 in Yaoundé.</strong></p><p><strong>Strategic Alignment: National Unity and Inclusive Dialogue</strong></p><p>The PAL programme placed national unity at the heart of its political vision. This orientation resonates with Chapter XIII of <em>Power 237</em>, which highlights that social cohesion and internal stability are essential pillars for building sustainable power. Ateki Seta Caxton advocated for inclusive and constructive dialogue to ease intercommunal tensions and strengthen national cohesion. The plan also proposed a national reconciliation programme aimed at fostering exchange and a shared sense of belonging across the country.</p><p><strong>Resolving the Anglophone Crisis: Peace and Autonomy</strong></p><p>The resolution of the Anglophone crisis stood out as a strategic priority in the programme. The candidate committed to promoting a peaceful and consultative approach to restore peace and normalcy in the affected regions while preserving national integrity. This stance reflected the <em>soft power</em> principle of <em>Power 237</em>, which emphasises internal diplomacy and the mobilisation of non-state actors to stabilise the nation and build an environment conducive to development.</p><p><strong>Economic Sovereignty and Monetary Transition</strong></p><p>In the economic sphere, Ateki Seta Caxton proposed Cameroon’s withdrawal from the CFA franc zone and a gradual disengagement from the International Monetary Fund (IMF). His goal was to establish a new national currency and design economic policies tailored to local needs. This orientation mirrored the recommendations of <em>Power 237</em> concerning economic sovereignty, control over national resources, and the reduction of external dependence as levers of strategic power.</p><p><strong>Human Capital and the Fight Against Youth Unemployment</strong></p><p>The PAL programme placed strong emphasis on youth development, with measures to stimulate entrepreneurship, enhance vocational training, and support startups. This priority reflected the logic of <em>Power 237</em>, which identifies human capital as a vital driver of national strength. Investing in young people was presented as an investment in the nation’s future, ensuring long-term competitiveness and resilience.</p><p><strong>Conclusion</strong></p><p>The comparative analysis revealed that Ateki Seta Caxton’s programme showed strong convergence with the theses of <em>Power 237</em>. Following alphabetical order, this piece focuses on the candidate of the Social Democratic Front (SDF), Joshua Osih, and his plan <em>Save Cameroon</em> structured around five major pillars.</strong></p><p><strong>Strategic Alignment: Rule of Law and Democracy</strong></p><p>Joshua Osih’s programme presented itself as a roadmap for sustainable renewal, structured around five priority axes, several of which directly echoed the conclusions of <em>Power 237</em>. Politically and institutionally, his project emphasised transparency, accountability, and deep state reform to restore citizens’ trust. This orientation resonates with Chapter XIII of the book, which underscores that <em>“the rule of law and democracy form the foundations of a stable, prosperous, and rights-respecting modern society.”</em><br />The plan thus integrates the strategic vision of <em>Power 237</em>, aiming to transform institutions and governance into levers of power through an approach combining <em>hard power</em> (justice reform and institutional strengthening), <em>soft power</em> (citizen participation and inclusive dialogue), and <em>smart power</em> (integrated public policies and mobilisation of economic and social actors).</p><p><strong>Convergence of Economic and Social Pillars</strong></p><p>The economic ambition of the programme revolved around diversifying the economy, promoting local industrialisation, and creating large-scale employment opportunities for young people. Following alphabetical order, this piece focuses on Akere Muna and his vision for a sovereign and inclusive Cameroon.</strong></p><p><strong>Priority to Local Development and Revitalisation of Councils</strong></p><p>Akere Muna’s programme placed social and territorial urgency at the heart of his action plan. His proposal to assess the immediate needs of the country’s 360 councils and to mobilise the required human and financial resources to address basic necessities — clean water, functional schools, primary healthcare, road infrastructure, and civil registration services — directly echoed the <em>hard power</em> levers identified in <em>Power 237</em>. Security, access to essential services, and territorial cohesion are, according to the book, indispensable foundations of national power.</p><p><strong>Dual Nationality and Civic Cohesion</strong></p><p>Akere Muna also proposed immediate action to facilitate mobility for Cameroonians living abroad, pending legislative reform on dual nationality. The book underscored that no lasting power can emerge without clear and accountable governance.</p><p><strong>Inclusive Dialogue and Crisis Resolution</strong></p><p>The programme placed strong emphasis on a genuine national dialogue aimed at addressing the root causes of the conflict in the North-West and South-West regions, as well as other areas in distress. This approach illustrated the integration of <em>smart power</em> principles from the book, combining institutional innovation and economic development to build a more resilient and competitive Cameroon.</p><p><strong>Conclusion</strong></p><p>The comparative analysis revealed that Akere Muna’s programme showed a strong thematic and structural convergence with the theses of <em>Power 237</em>. In an exclusive interview granted to Le Messager No. 8621, Dr Guy Gweth, a leading figure in African competitive intelligence, delivered an incisive analysis of the stakes through the prism of Power 237: For a Strategy of Regional Influence 2025</strong><strong>–</strong><strong>2050.</strong></p><p>The author passionately advocates for the emergence of a strategic state equipped with proactive competitive intelligence, the only path towards achieving regional power status by 2050.</p><p><strong>The mandate of power: a three-phase roadmap</strong></p><p>Following the election, Dr Gweth clearly outlined the mandate he expects from the future president to transform the Power 237 vision into reality. The book proposes a detailed roadmap structured around a three-phase action plan: The Foundations (2026–2033): aimed at building a solid base through institutional strengthening, massive investment in human capital, and economic diversification. The Deployment (2034–2042): focused on innovation, regional integration, and active diplomacy. The Radiance (2043–2050): intended to consolidate achievements and make Cameroon a leading model of development.</p><p>The success of this strategy will be measured by precise and ambitious indicators, including the doubling of GDP per capita, a significant rise in the Human Development Index (HDI), foreign direct investment reaching at least 15% of GDP, and a corruption perception score above 70/100. As for financing, ten relevant sources are identified, ranging from fiscal optimisation to the rational mobilisation of the diaspora.</p><p><strong>Hard, Soft and Smart Power: the triangulation of credible leadership</strong></p><p>The expert deeply regretted the lack of explicit integration of the concepts of Hard Power, Soft Power and Smart Power by the candidates during the campaign. He emphasised that a candidate’s credibility depended on concrete commitments across this triptych: Hard Power required guarantees of substantial investment in the defence industry and the acceleration of strategic infrastructure, citing the example of unblocking the Port of Kribi to strengthen the country’s export capacity. Soft Power demanded strong commitments to transform Cameroon into an African academic hub and to promote national culture internationally. Smart Power, finally, needed to be expressed through the commitment to pursue assertive economic diplomacy, transforming embassies into instruments for promoting trade and investment.</p><p><strong>Competitive intelligence: a major strategic deficit</strong></p><p>The analysis of the twelve presidential candidates’ programmes highlighted an explicit and systemic deficit in competitive intelligence. Although several proposals (mass industrialisation, the fight against corruption, fiscal reforms, economic sovereignty) imply economic warfare and strategic monitoring, Dr Gweth deplores the absence of details on the competitive intelligence mechanisms to achieve these objectives. He recalled that competitive intelligence is “a mindset, a system and a coordinated process for collecting and analysing useful intelligence to support decision-making in a competitive environment” and stressed the lack of “anticipation, defence, attack and influence skills” within the elite.</p><p>He also called for the integration of digital sovereignty as an essential component of national Hard Power, which requires the strategic transformation of intelligence services – as in the training he has already provided to the General Directorate for External Research (DGRE) – so that “master spies” become the primary actors in economic warfare.</p><p><strong>Nigeria, first mission and sovereignty imperative</strong></p><p>According to the expert, the new Head of State’s first international mission should be the reactivation of a strategic partnership with the Federal Republic of Nigeria. This step, which would immediately embody the Smart Power approach advocated, is a priority in terms of national security, geoeconomics, and regional power ambition. The alliance is considered a sine qua non condition for ensuring stability in the face of the asymmetric threat of Boko Haram, while the Nigerian market, with its 230 million consumers, represents a major commercial and logistical opportunity, notably within the framework of the African Continental Free Trade Area (AfCFTA).</p><p><strong>The key to success: the institutionalisation of strategy</strong></p><p>Faced with the paradox between the brevity of political mandates and the long-term patience required for a plan spanning 2025–2050, Dr Gweth proposed a radical solution: the institutionalisation of an independent strategic vision. To counter the personalisation of power and institutional weakness, he recommends as an absolute priority the creation of a strategic steering structure directly attached to the Presidency. This entity, which should act as a true “strategic brain” endowed with autonomy and legal authority, is intended to transform intelligence into political action and to safeguard strategic functions from partisan influence.</p><p>In conclusion, Dr Gweth urged the future president to focus on three crucial points: to mobilise top-tier human resources, to establish a new social contract built around a strategic state as the primary actor of collective intelligence, and to set up a holistic intelligence bureau to monitor, investigate and advise independently. Drawing on the analytical framework developed by the African Centre for Competitive Intelligence (ACCI) — built around the <em>hard</em>, <em>soft</em> and <em>smart power</em> triptych — this impartial analysis explores how deeply the national power strategy proposed by Dr Guy Gweth for the 2025–2050 horizon has shaped each candidate’s vision. In this edition, the focus turns to Cabral Libii, candidate of the <em>Parti pour le Changement et la Renaissance Nationale</em> (PCRN), and his ambitious economic and social agenda.</strong></p><p><strong>Strategic Alignment: Economy and Innovation</strong></p><p>Cabral Libii’s programme sets a five-year horizon for every Cameroonian to feel the tangible benefits of growth — in their meals, their jobs and their households. His emphasis on youth employment, entrepreneurship, technical and vocational training, and the creation of a National Innovation Fund directly reflects the core ideas of <em>Power 237</em>. The book asserts that “the mobilisation of domestic resources and the stimulation of innovation are essential drivers for building national power.” The candidate’s plans for local resource transformation, industrial development, modern economic zones and digital infrastructure follow this same logic of productive and sovereign power.</p><p><strong>Human Capital and Social Cohesion</strong></p><p>Libii’s social programme includes free education, financial support for families of civil servants who die in service, and the establishment of universal social protection.
